Asked which towns matter most, Devin put four at the top: Newton, Londonderry, Hudson, Manchester. Manchester is home. Londonderry and Hudson sit just to the south, and Newton is out toward the Massachusetts line.

Permits depend on the town
Each town runs its own building department. In Manchester it is the city’s Building Division, which reviews plans, issues permits and inspects. In another town, the rules and forms are that town’s own, though the state building code underneath is the same. The Manchester permit guide covers the city.
